What's this all about? Well, from "Full Sanction" #1:
Two men, sanctioned by the government to do whatever needs doing.
Their weapons: baseball bats.
Their reward: the satisfaction of doing right.
The government denies their existance.
The people rally for them, proud to have these two champions.
The criminal element fears them, knowing each crime may be their last.
In times of need, those who cannot help themselves turn to...
FULL SANCTION!
In theory, yes. In most instances, they don't actually fight crime or right wrongs. Whether it is dealing with their future selves, handling the downside of psychic powers or leaving your pet sloth in the hands of kidnappers because he's not the monkey you wanted, dammit, they do a lot of... weird stuff.
Full Sanction was created by Rusty Rowley and Jose Mochove in 1997. It started off as a lark and has continued for ten years. Little is known about Jose and Rusty but, what can be cobbled together is presented here for you:

Jose Mochove is made of dreams. For the last 28 years, he has coalesced these dreams into an opaque form visible to the human eye. It's interesting to note that animals are still unable to see him. He's taken advantage of this by becoming the world's greatest living hunter. Because he has the conscience of a angel, he's eaten everything he's killed.
Rhinocerous is very chewy and doesn't... settle well.

Rusty Rowley is proudly illiterate to this day. He's overcome this voluntary handicap to author not only Full Sanction but also numerous childrens books such as:
In addition, Rusty collects found clothes and is planning to present a full collection at Fashion Week '08.
